NCER Workgroup

The National Community Emergency & Resilience (NCER) workgroup committee was approved by the Joint Pre-Hospital Emergency Care Steering Committee co-chaired by Ministry of Health (MOH) and Ministry of Home Affairs (MHA) in April 2022 to drive strategies to strengthen Singapore community’s preparedness, resilience, and responsiveness in out-of-hospital medical emergencies and implement the 5-year NCER Roadmap.
Terms of Reference for the NCER Workgroup
1.
To formulate and implement collaborave strategic direcons to strengthen
community’s level of preparedness, resilience, and responsiveness in improving
cardiac arrest survival.
2. To coordinate and implement the 5-year Naonal Community Emergency and
Resilience Roadmap.
3. To serve as a plaorm for informaon sharing among the different stakeholders
represented in the NCER workgroup and make sustainable efforts to drive
the culture change.

NCER Roadmap
The workgroup is co-chaired by UPEC and SCDF. Since the start of the workgroup,
each stakeholder brings a unique set of experiences and insights that are
critical to the success of our mission. The workgroup had fruitful discussion
and sharing focusing on public awareness campaigns, community training,
Save-A-Life Initiative, leveraging technology for medical emergency in
community, current policy and legislation for life-saving skills in Industry,
data collection and research on cardiac arrest survival rates and community-based
interventions. Each stakeholder also shared the current and future workplans,
expressed the need and interest for further collaboration.


The NCER workgroup has achieved a shared goal: Equip 1 million people with CPR & AED knowledge and skills over 5 years; Increase MyResponder signup to 500k by year 2027.
Moving forward, the NCER workgroup plans to enhance engagement with community first responders, monitoring their physical and mental well-being, and boosting our social media presence to raise public awareness.
